s 3 Prohibition on granting planning permission , infrastructure consent or subsequent consent without environmental impact assessment
A relevant planning authority or the Welsh Ministers or examining authority or an inspector must not grant planning permission , infrastructure consent or subsequent consent for EIA development unless an environmental impact assessment has been carried out in respect of that development.
