Regulation 56 is to be read as if— (a) paragraph (1)(a) read— (a) it comes to the attention of the Welsh Ministers that EIA development proposed to be carried out in Wales for which a local planning authority propose to grant planning permission by a local development order is likely to have significant effects on the environment in an EEA State; or (b) in paragraphs (3) and (6), instead of “application” it read “proposed local development order”.
