Regulation 11 applies as if references to— (a) an application, or an application for planning permission, are to a proposal for a local development order; (b) a relevant planning authority, are to the local planning authority to whom it would fall to make the local development order; (c) the applicant, are to the local planning authority proposing the order; and (d) the EIA application, are to a proposal for a local development order for EIA development.
