Regulation 17 is to be read as if— (a) paragraphs (1) and (2) were omitted; (b) in paragraph (3)(d), for “applicant or appellant” it read “local planning authority”; (c) in paragraph (4)— (i) in sub-paragraph (a), “or the Welsh Ministers, as appropriate,” were omitted; and (ii) in sub-paragraph (b), for “applicant” it read “local planning authority”.
