Whereas, Mr. Ray Higgins, an American resident in the Philippines, as volunteer Chairman of the National Blood Donor Recruitment Committee of the Philippine National Red Cross, and Chairman of the Board of of the Philippine Eyebank for Sight Restoration, Inc., has saved more lives and has contributed to the promotion of health in the Philippines tha citizens thereof: Now, therefore,

AN ACT ADOPTING MR. RAY HIGGINS AS SON OF THE PHILIPPINES, AND CONFERRING UPON HIM ALL THE RIGHTS, PRIVILEGES AND PREROGATIVES OF PHILIPPINE CITIZENSHIP.
SECTION 1. Mr. Ray Higgins, an American resident the Philippines, is hereby adopted as son of the Philippines and conferred all the rights, privileges and prerogatives of Philippine citizenship.
SEC. 2. This Act shall take effect upon its approval.
Approved, June 18, 1955.
