(1) In section 31 of the Explosives Act 1875 (which, as extended by section 39 of that Act, prohibits the sale to children of explosives, including fireworks, and provides that a person who makes a sale in contravention of the said section 31 shall be liable to a penalty not exceeding £20) for the words “any child apparently under the age of thirteen” there shall be substituted the words “any person under the age of sixteen” and for the word “£20” there shall be substituted the word “£200”.
