The Northern Ireland Constitution (Devolution) Order 1973
Section 2
(1) Part II of the Northern Ireland Constitution Act 1973 shall come into operation on the thirteenth day after the day on which this Order is made.
(2) Transferred matters for the purposes of that Act shall be all matters other than the matters specified in Schedules 2 and 3 to that Act.
