Section 1Citation and commencement
This Order may be cited as the County Councils (Library Authority Expenses) (Wales) Order 1989 and shall come into force on 29th December 1989.

Section 2Amendment of section 21 of the Public Libraries and Museums Act 1964
After subsection (3) of section 21 of the Public Libraries and Museums Act 1964 there shall be added the following subsections–
(4) Subsection (1) shall not apply to any expenses of a county council in Wales which are incurred or defrayed after 31st March 1990.
(5) Expenses of a county council in Wales incurred or defrayed on or after 1st April 1990 in exercising its functions as library authority in its library area shall not be charged on any district in Wales outside the library area of the county council.
