For the purpose of connecting the motorway with other highways, so as to effect junctions at the places stated in Schedule 1 hereto, the Secretary of State is authorised to provide along the routes described in that Schedule special roads for the use of traffic of Classes I and II of the classes of traffic set out in Schedule 4 to the Highways Act 1980.

The M20 Motorway (Coldharbour Lane to Sandling Section) Connecting Roads Scheme 1990
The centre line of each of the special roads is indicated by a heavy black line on the deposited plan and each special road is given a number on that plan.
Each of the special roads shall become a trunk road on the date when this Scheme comes into force.
The Secretary of State is also authorised to construct, as part of the special road numbered 5 on the deposited plan, the bridge specified in Schedule 2 hereto.
In this Scheme:—
(1) all measurements of distance are measured along the route of the relevant highway.
(2)
(i) “the motorway” means the special road provided in pursuance of the Maidstone By-Pass Special Road Scheme 1958 ;
(ii) “the deposited plan” means the plan numbered RSE/O/M20/4/65/1/1 marked “The M20 Motorway (Coldharbour Lane to Sandling Section) Connecting Roads Scheme 1990”, signed by authority of the Secretary of State and deposited at the Department of Transport, Romney House, 43 Marsham Street, London, SW1P 3PY;
(iii) “the special roads” means the special roads which the Secretary of State is authorised by this Scheme to provide.
This Scheme shall come into force on 14th December 1990 and may be cited as the M20 Motorway (Coldharbour Lane to Sandling Section) Connecting Roads Scheme 1990.
