Section 1

These Regulations may be cited as the Local Government Act 1988 (Defined Activities) (Competition) (England) (Amendment) Regulations 1991 and shall come into force on 7th October 1991.

Section 2

Regulation 2(2) of the Local Government Act 1988 (Defined Activities) (Competition) (England) Regulations 1990 is amended by substituting for the definition of “EW” the following:

EW = the gross cost of the specified work carried out or treated as carried out by or for the authority in the corresponding period in the financial year ending on 31st March 1991, estimated by the authority on the assumption that costs are incurred at a constant rate over the year;
