The European Parliamentary Elections (Welsh Forms) (Amendment) Order 1999

Section 1

(1) This Order may be cited as the European Parliamentary Elections (Welsh Forms) (Amendment) Order 1999 and shall come into force on 31st May 1999.

(2) In this Order “the 1989 Order ” means the European Parliamentary Elections (Welsh Forms) Order 1989 .

Section 2

Article 3 of the Elections (Welsh Forms) Order 1995 and form 4 in Schedule 2 to the 1989 Order are hereby revoked.

Section 3

(1) The following forms of words, namely “Etholiad Senedd Ewrop”, “RHANBARTH ETHOLIADOL CYMRU” and “Mae gennych un bleidlais” are hereby specified as the forms of words in Welsh for the words “Election for the European Parliament”, “ELECTORAL REGION OF WALES” and “You have one vote”, respectively, which are specified in the form of the front of the ballot paper in the Annex to Schedule 1 to the European Parliamentary Elections Regulations 1999 for use at European Parliamentary elections.

(2) The following form of words, namely, “Marciwch X mewn un blwch” is hereby specified as the form of words in Welsh for the words “Mark X in one box” which are specified in the form of the front of the ballot paper referred to in paragraph (1) above for use at European Parliamentary elections.

(3) The following form of words, namely,

is hereby prescribed as the form of words in Welsh for the words

which are specified in the form of the back of the ballot paper in the Appendix to Schedule 1 to the Representation of the People Act 1983 as it is applied for the purposes of European Parliamentary elections by regulation 3 of, and Schedule 1 to, the European Parliamentary Elections Regulations 1999.

(4) The form of words in Welsh prescribed by–

(a) paragraph (1) above shall be printed so that they appear to the right or left of, and

(b) paragraphs (2) and (3) above shall be printed so that they appear immediately beneath or above,

the corresponding words in English on every ballot paper at a European Parliamentary election in Wales.

Section 4

In article 3 of the 1989 Order for the definition of the 1986 Regulations substitute:

“the 1999 Regulations ” means the European Parliamentary Elections Regulations 1999;

Section 5

(1) In articles 4 and 5 of the 1989 Order, for any reference to regulation 5 of, and Schedule 1 or 2 to, the 1986 Regulations substitute a reference to regulation 3 of, and Schedule 1 or 2 to, the 1999 Regulations, respectively.

(2) In article 5(d) omit “4” and “the form of nomination paper,”.

Section 6

(1) Schedule 1 to the 1989 Order is amended as follows.

(2) For the English version of the first sentence of form 1 substitute “Put only one cross on the ballot paper.” and for the Welsh version of that sentence substitute “Rhowch un groes yn unig ar y papur pleidleisio.”.

(3) In form 2–

(a) in the front of card for “Constituency” and “Etholaeth” substitute “Electoral Region of Wales” and “Rhanbarth Etholiadol Cymru”, respectively; and

(b) in the back of card–

(i) for “on the right hand side of the ballot paper opposite the name of the” and “ar ochr dde'r papur pleidleisio gyferbyn ag enw'r ymgeisydd” substitute “in the column of the party or individual” and “yng ngholofn y blaid neu'r ymgeisydd unigol”, respectively; and

(ii) for “Vote for one candidate only. Put no other” and “Pleidleisiwch i un ymgeisydd yn unig. Peidiwch â rhoi unrhyw farc arall” substitute “Place only one” and “Rhowch un marc yn unig”, respectively.

(4) In form 3, in the front of the card for “Etholaeth … Constituency” substitute “Rhanbarth Etholiadol Cymru Electoral Region of Wales”.

(5) In the back of form 4–

(a) in paragraph 2 before “candidate” and “ymgeisydd” insert “party or individual” and “blaid neu ymgeisydd unigol”, respectively; and

(b) in paragraph 3 for “on the right hand side of the ballot paper opposite the name of the” and “ar ochr dde'r papur pleidleisio gyferbyn ag enw'r ymgeisydd” substitute “in the column of the party or individual” and “yng ngholofn y blaid neu'r ymgeisydd unigol”, respectively.

(6) In the back of form 5–

(a) in the first sentence of paragraph 2 before “candidate” insert “party or individual” and for “ymgeisydd yn unig” substitute “blaid neu ymgeisydd unigol”; and

(b) for the first sentence of paragraph 3 in the English version substitute “Vote by marking a cross (X) in the box of your choice.” and in the Welsh version substitute “Pleidleisiwch trwy roi croes (X) yn y blwch o'ch dewis.”.

(7) In the back of form 6–

(a) in paragraph 2 before “candidate” insert “party or individual” and for “ymgeisydd” substitute “blaid neu ymgeisydd unigol”; and

(b) in paragraph 3 for “on the right hand side of the ballot paper opposite the name of the” and “ar ochr dde'r papur pleidleisio gyferbyn ag enw'r ymgeisydd” substitute “in the column of the party or individual” and “yng ngholofn y blaid neu'r ymgeisydd unigol”, respectively.

Section 7

(1) Schedule 2 to the 1989 Order is amended as follows.

(2) In the second question in form 3 for “yr etholaeth hon” substitute “y rhanbarth etholiadol hwn”.

(3) In form 5–

(a) in the second sentence of paragraph 2 for “ar ochr dde'r papur pleidleisio gyferbyn ag”, “enw yr ymgeisydd” and “trosto” substitute “uwchben”, “y blaid gofrestredig neu'r ymgeisydd annibynnol”, and “trosti/trosto”, respectively; and

(b) in paragraph 4 for “i un ymgeisydd” substitute “dros un blaid gofrestredig neu ymgeisydd annibynnol”.

(4) In form 6 for “yr etholaeth hon” and “Etholaeth” substitute “y rhanbarth etholiadol hwn” and “Rhanbarth etholiadol”, respectively.
