(1) In section 23 (byelaws) of the 1885 Act—
(a) for the words from the beginning to “make orders” there is substituted “Transport for London may, subject to the provisions of this Act, make and enforce byelaws”; and
(b) for each other reference to the Secretary of State there is substituted a reference to Transport for London.
(2) Any byelaws deemed to have effect as provided in article 5(1) of the 1986 Order shall have effect as if made by Transport for London.
(3) The provisions of Part III of the London County Council (General Powers) Act 1894 , in so far as applicable in relation to byelaws or orders having effect in respect of the Woolwich Ferry, shall apply in relation to byelaws made by, or having effect as if made by, Transport for London as if any reference in that Part to an opinion or an authorisation were to an opinion of, or authorisation by, Transport for London.
