Section 1Citation and commencement

(1) This Order may be cited as the Borough of Redcar and Cleveland (Electoral Changes) Order 2003.

(2) This Order shall come into force—

(a) for the purpose of proceedings preliminary or relating to any election to be held on 1st May 2003, on the day after that on which it is made;

(b) for all other purposes, on 1st May 2003.

Section 2Interpretation

In this Order—

“borough” means the borough of Redcar and Cleveland;

“existing”, in relation to a ward, means the ward as it exists on the date this Order is made;

any reference to the map is a reference to the map marked “Map referred to in the Borough of Redcar and Cleveland (Electoral Changes) Order 2003”, of which prints are available for inspection at—

(a) the principal office of the Electoral Commission; and

(b) the offices of Redcar and Cleveland Borough Council; and

any reference to a numbered sheet is a reference to the sheet of the map which bears that number.

Section 3Wards of the borough of Redcar and Cleveland

(1) The existing wards of the borough shall be abolished.

(2) The borough shall be divided into twenty-two wards which shall bear the names set out in column (1) of Schedule 1.

(3) The wards shall comprise the areas described in column (2) of that Schedule by reference to parish wards or, where an area is not so described, the area designated on the map by reference to the name of the ward and demarcated by red lines; and the number of councillors to be elected for each ward shall be the number specified in respect of the ward in column (3) of that Schedule.

(4) Where a boundary is shown on the map as running along a road, railway line, footway, watercourse or similar geographical feature, it shall be treated as running along the centre line of the feature.

Section 4Wards of the parish of Guisborough

(1) The existing wards of the parish of Guisborough shall be abolished.

(2) The parish shall be divided into three parish wards which shall bear the names set out in column (1) of Schedule 2; each parish ward shall comprise the area of the borough ward specified in respect of the parish ward in column (2) of that Schedule, and the number of councillors to be elected for each parish ward shall be the number specified in respect of the parish ward in column (3) of that Schedule.

Section 5Wards of the parish of Lockwood

(1) The existing wards of the parish of Lockwood shall be abolished.

(2) The parish shall be divided into four parish wards which shall bear the names Boosbeck, Charltons and Margrove Park, Lingdale and Stanghow, and Moorsholm; and the wards shall comprise the areas designated on sheet 8 by reference to the name of the ward and demarcated by orange lines.

(3) The number of councillors to be elected for the Lingdale and Stanghow parish ward shall be five, for the Boosbeck parish ward shall be three and for each of the Charltons and Margrove Park and the Moorsholm parish wards shall be two.

Section 6Wards of the parish of Saltburn, Marske and New Marske

(1) The existing wards of the parish of Saltburn, Marske and New Marske shall be abolished.

(2) The parish shall be divided into three parish wards which shall bear the names set out in column (1) of Schedule 3; each parish ward shall comprise the area of the borough ward specified in respect of the parish ward in column (2) of that Schedule, and the number of councillors to be elected for each parish ward shall be six.

Section 7Wards of the parish of Skelton and Brotton

(1) The existing wards of the parish of Skelton and Brotton shall be abolished.

(2) The parish shall be divided into six parish wards which shall bear the names Brotton East, Brotton West, New Skelton and Hollybush, North Skelton and Layland, Old Skelton and Skelton Green; and the wards shall comprise the areas designated on sheet 7 by reference to the name of the ward and demarcated by orange lines.

(3) The number of councillors to be elected for the Brotton West parish ward shall be four, for each of the Brotton East, New Skelton and Hollybush and Old Skelton parish wards shall be three and for each of the North Skelton and Layland and Skelton Green parish wards shall be two.

Section 8Maps

Redcar and Cleveland Borough Council shall make a print of the map marked “Map referred to in the Borough of Redcar and Cleveland (Electoral Changes) Order 2003” available for inspection at its offices by any member of the public at any reasonable time.

Section 9Electoral registers

The Electoral Registration Officer for the borough shall make such rearrangement of, or adaptation of, the register of local government electors as may be necessary for the purposes of, and in consequence of, this Order.

Section 10Revocation

The Borough of Langbaurgh (Electoral Arrangements) Order 1991 is revoked.
