The Consular Fees Order 2003

Section 1

This Order may be cited as the Consular Fees Order 2003 and shall come into force on 2 October 2003.

Section 2

The Consular Fees ( No. 2) Order 1999 shall be amended as follows—

(a) there shall be inserted in Article 2 the following paragraph—

(g) “fast-track collect service” means an application made in person, either by the applicant or by another person acting on behalf of the applicant, which is to be processed within seven days of that application having been made, and which permits the applicant or another person acting on behalf of the applicant to collect the passport in person.

(b) for Fees 12 and 13, set out in Part II of the table of consular fees in the Schedule annexed to that Order, there shall be substituted the following—

(12) Issuing a passport of not more than 32 pages which includes replacing an expired passport, issuing a new passport of full validity when an original passport of restricted validity is unavailable, and, for applications made in the UK only, issuing a new passport with amended personal details—

(a) for applications made by post in the UK

(i) where the applicant is aged 16 years or over

(ii) where the applicant is under 16 years old (for a passport valid for 5 years)

(b) for applications made in person in the UK

(i) where the applicant is aged 16 years or over using the fast-track service

(ii) where the applicant is under 16 years old (for a passport valid for 5 years) using the fast-track service

(iii) where the applicant is aged 16 years or over using the fast-track collect service

(iv) where the applicant is under 16 years old (for a passport valid for 5 years) using the fast-track collect service

(v) where the applicant is aged 16 years or over using the premium service

(vi) where the applicant is under 16 years old (for a passport valid for 5 years) using the premium service

(c) for applications made abroad

(i) where the applicant is aged 16 years or over

(ii) where the applicant is under 16 years old (for a passport valid for 5 years)

(13) Issuing a passport of 48 pages which includes replacing an expired passport, and issuing a new passport of full validity when an original passport of restricted validity is unavailable—

(a) for applications made by post in the UK

(b) for applications made in person in the UK

(i) using the fast-track service

(ii) using the fast-track service

(iii) using the premium service

(c) for applications made abroad

(c) for Fee 15, set out in Part II of the table of consular fees in the Schedule annexed to that Order, there shall be substituted the following—

(15) Amending or extending an existing passport where the application is made abroad—

(d) Fee 16, set out in Part II of the table of consular fees in the Schedule annexed to that Order, shall be deleted;

(e) for fee 19, set out in Part II of the table of consular fees in the Schedule annexed to that Order, there shall be substituted the following—

(19) Issuing and, where required, preparing an Emergency Passport or other document not otherwise provided for in lieu of a passport, or accepting a Declaration of Identity on which a visa is to be granted and issuing a certificate on such declaration describing the applicant.

(19A) Issuing a Temporary Passport valid for not more than one year
