This Order may be cited as the Civil Enforcement of Parking Contraventions Designation (No. 2) Order 2020 and comes into force on 29th September 2020.

The Civil Enforcement of Parking Contraventions Designation (No. 2) Order 2020
In this Order—
“grid reference” means Ordnance Survey National Grid reference point; and
“strategic road network” means the highways for which Highways England Company Limited is the highway authority by virtue of the Appointment of a Strategic Highways Company Order 2015 .
(1) The Secretary of State designates each of the areas mentioned in paragraph (2) as—
(a) a civil enforcement area for parking contraventions; and
(b) a special enforcement area.
(2) The areas are—
(a) in the area of Hampshire County Council, the whole of the area of Gosport Borough Council;
(b) in the area of East Sussex County Council, the whole of the area of the District of Rother;
(c) the part of the area of the Council of the City of Stoke-on-Trent specified in Schedule 1; and
(d) the part of the area of Surrey County Council specified in Schedule 2.
The following Orders are revoked—
(a) the Road Traffic (Permitted Parking Area and Special Parking Area) (City of Stoke-on-Trent) Order 2001 ;
(b) the Road Traffic (Permitted Parking Area and Special Parking Area) (County of Surrey) (District of Mole Valley) Order 2004 ;
(c) the Road Traffic (Permitted Parking Area and Special Parking Area) (County of Surrey) (Borough of Guildford) Order 2004 ;
(d) the Road Traffic (Permitted Parking Area and Special Parking Area) (County of Surrey) (Borough of Reigate and Banstead) Order 2004 ;
(e) the Road Traffic (Permitted Parking Area and Special Parking Area) (County of Surrey) (Borough of Runnymede) Order 2004 ;
(f) the Road Traffic (Permitted Parking Area and Special Parking Area) (County of Surrey) (Borough of Epsom and Ewell) Order 2005 ;
(g) the Road Traffic (Permitted Parking Area and Special Parking Area) (County of Surrey) (Borough of Spelthorne) Order 2005 ;
(h) the Road Traffic (Permitted Parking Area and Special Parking Area) (County of Surrey) (Borough of Woking) Order 2005 ;
(i) the Road Traffic (Permitted Parking Area and Special Parking Area) (County of Surrey) (Borough of Elmbridge) Order 2005 ;
(j) the Road Traffic (Permitted Parking Area and Special Parking Area) (County of Surrey) (Borough of Surrey Heath) Order 2006 ;
(k) the Road Traffic (Permitted Parking Area and Special Parking Area) (County of Surrey) (District of Tandridge) Order 2006 ; and
(l) the Road Traffic (Permitted Parking Area and Special Parking Area) (County of Surrey) (Borough of Waverley) Order 2007 .
The whole of the area of Surrey County Council except—
(a) the roads forming the parts of the strategic road network listed in paragraph 2; and
(b) the roads owned by, or under the control of, the Secretary of State for Defence listed in paragraph 3.
(1) The M3 motorway and its associated slip roads for the whole of its length within the County from grid reference TQ103703 to the boundary with the area of Hampshire County Council at grid reference SU866581.

(3) The A316 and its associated slip roads from the boundary with the London Borough of Hounslow at grid reference TQ108706 to its junction with the M3 motorway at grid reference TQ103703.
(4) The M25 motorway and its associated slip roads for the whole of its length within the County from the boundary with the area of Kent County Council at grid reference TQ428546 to the boundary with the London Borough of Hillingdon at grid reference TQ036753.
(5) The M23 motorway and its associated slip roads for the whole of its length within the County from the boundary with the area of West Sussex County Council at grid reference TQ305416 to its merging points with the A23 near the northern boundary of the County at grid reference TQ289545.

(7) The A3 and its associated slip roads for the whole of its length within the County from the boundary with the Royal Borough of Kingston upon Thames at grid reference TQ178654 to the boundary with the area of Hampshire County Council at grid reference SU871339.
All roads owned by, or under the control of, the Secretary of State for Defence within the County including—
(a) Aisne Road from grid reference SU910583 to SU911582;
(b) Alma Gardens from grid reference—
(i) SU909578 to SU913577; and
(ii) SU910579 to SU913578;
(c) Canada Road from grid reference SU909577 to SU910576;
(d) Cyprus Road from grid reference SU908576 to SU910580;
(e) Dettingen Road from grid reference SU913577 to SU914579;
(f) Epsom Close from grid reference SU872617 to SU872619;
(g) Keogh Close from grid reference SU897545 to SU900545;
(h) Malta Road from grid reference SU909578 to SU910578;
(i) Minorca Avenue from grid reference SU910584 to SU911585;
(j) Newfoundland Road from grid reference SU905577 to SU911577;
(k) Normandy Close from grid reference SU910576 to SU910577;
(l) Overlord Close from grid reference SU870616 to SU870617; and
(m) Union Road from grid reference SU909576 to SU909577.
