Section 1Citation, commencement, extent and interpretation

(1) These Regulations may be cited as the Immigration, Nationality and Passports (Fees) (Amendment) Regulations 2026.

(2) Except as specified in paragraphs (3) and (4), these Regulations come into force at 9.00 a.m. on 8th April 2026.

(3) Regulations 9 and 10 come into force on 9th April 2026.

(4) Part 3 comes into force on 8th April 2026.

(5) Subject to paragraphs (6) and (7), these Regulations extend to England and Wales, Scotland and Northern Ireland.

(6) The following provisions also extend to the Isle of Man for the same purpose as the provisions of the 2018 Regulations which they amend—

(a) this regulation;

(b) regulation 2 in so far as it relates to regulation 9;

(c) regulation 9.

(7) The following provisions also extend to the Bailiwick of Guernsey and the Bailiwick of Jersey for the same purpose as the provisions of the 2018 Regulations which they amend—

(a) this regulation;

(b) regulation 2 in so far as it relates to regulation 10;

(c) regulation 10.

(8) In these Regulations, “ the 2018 Regulations ” means the Immigration and Nationality (Fees) Regulations 2018 .

Section 2Amendment of the 2018 Regulations

The 2018 Regulations are amended in accordance with this Part.

Section 3Amendment of regulation 2

In regulation 2, omit the definition of “Tier 4 Migrant”.

Section 4Amendment of Schedule 1

(1) Schedule 1 (applications for entry clearance to enter, and leave to enter, the United Kingdom) is amended in accordance with the following provisions of this regulation.

(2) Table 1 (fees for applications for entry clearance to enter or leave to enter the United Kingdom) is amended by Schedule 1 to these Regulations.

(3) In Table 3 (fee for applications for entry clearance and indefinite leave to enter the United Kingdom – dependants of HM Armed Forces service leavers and members of HM Armed Forces), for “£3,029” substitute “£3,226” .

(4) In Table 4 (exceptions in respect of fees for and in connection with applications for entry clearance to enter or leave to enter the United Kingdom), in entry 4.14.1—

(a) in paragraph (b)—

(i) after “(pursuant to the immigration rules)” insert “on or before 12th April 2023” ;

(ii) omit “current”;

(b) in paragraph (c) for “under Appendix Innovator, Appendix Innovator Founder or Appendix Start-up” substitute “under—” and insert on a new line—

(i) Appendix Innovator or Appendix Start-up to the immigration rules; or

(ii) Appendix Innovator Founder to the immigration rules, in a case where the leave was granted following an endorsement given on or before 12th April 2023

(5) In paragraph 3A (reduction of fees for Health and Care Visa applications and related applications by dependants)—

(a) for “£465”, in each place it occurs, substitute “£495” ;

(b) for “£929”, in each place it occurs, substitute “£990” ;

(c) for “£286”, in each place it occurs, substitute “£304” ;

(d) for “£570”, in each place it occurs, substitute “£607” .

Section 5Amendment of Schedule 2

(1) Schedule 2 (applications for leave to remain in the United Kingdom) is amended in accordance with the following provisions of this regulation.

(2) Table 6 (fees for applications for limited leave to remain in the United Kingdom and connected applications) is amended by Schedule 2 to these Regulations.

(3) In Table 8 (fees for applications for indefinite leave to remain in the United Kingdom and connected applications), in entry 8.1.1, for “£3,029” substitute “£3,226” .

(4) In Table 9 (exceptions and waivers in respect of fees for applications for, or in connection with, leave to remain in the United Kingdom), in entry 9.26.1—

(a) in paragraph (b)—

(i) after “(pursuant to the immigration rules)” insert “on or before 12th April 2023” ;

(ii) omit “current”;

(b) in paragraph (c) for “under Appendix Innovator, Appendix Innovator Founder or Appendix Start-up” substitute “under—” and insert on a new line—

(i) Appendix Innovator or Appendix Start-up to the immigration rules; or

(ii) Appendix Innovator Founder to the immigration rules, in a case where the leave was granted following an endorsement given on or before 12th April 2023

(5) In paragraph 3A (reduction of fees for Health and Care Visa applications and related applications by dependants)—

(a) for “£581”, in each place it occurs, substitute “£619” ;

(b) for “£1,161”, in each place it occurs, substitute “£1,237” ;

(c) for “£286”, in each place it occurs, substitute “£304” ;

(d) for “£570”, in each place it occurs, substitute “£607” .

Section 6Amendment of Schedule 3

(1) Schedule 3 (documents and administration) is amended in accordance with the following provisions of this regulation.

(2) Table 10 (fees for miscellaneous documents and services) is amended by Schedule 3 to these Regulations.

(3) In Table 11 (exceptions to the requirement to pay fees for applications for travel documents, for processing an application or claim later rejected as invalid, and for contact point meetings), in entry 11.6.1—

(a) in paragraph (b)—

(i) after “(pursuant to the immigration rules)” insert “on or before 12th April 2023” ;

(ii) omit “current”;

(b) in paragraph (c) for “under Appendix Innovator, Appendix Innovator Founder or Appendix Start-up” substitute “under—” and insert on a new line—

(i) Appendix Innovator or Appendix Start-up to the immigration rules; or

(ii) Appendix Innovator Founder to the immigration rules, in a case where the leave was granted following an endorsement given on or before 12th April 2023

Section 7Amendment of Schedule 4

In Schedule 4 (sponsorship), Table 14 (fees in relation to sponsor licences, premium services for sponsors, certificates of sponsorship and confirmations of acceptance for studies) is amended by Schedule 4 to these Regulations.

Section 8Amendment of Schedule 8

In Schedule 8 (nationality), Table 19 (fees for applications relating to nationality) and Table 20 (fees for applications, processes and services in connection with nationality) are amended by Schedule 5 to these Regulations.

Section 9Amendment of Schedule 9

(1) Schedule 9 (applications in relation to entry clearance to enter the Isle of Man and premium services) is amended in accordance with the following provisions of this regulation.

(2) In paragraph 1 (interpretation) before the definition of “present and settled” insert—

“ ETA ” has the meaning given by section 11C of the 1971 Act (electronic travel authorisations) as extended to the Isle of Man by the Immigration (Isle of Man) (Amendment) Order 2025 ;

(3) In Table 21 (fees for applications for entry clearance to enter the Isle of Man)—

(a) in entry 21.2.6 for “Application for entry clearance as a Tier 4 Migrant” substitute—

Application for entry clearance under—

(a) Appendix Student to the Isle of Man immigration rules, or

(b) Appendix Child Student to the Isle of Man immigration rules.

(b) after entry 21.2A.2 insert—

(4) Table 21 (fees for applications for entry clearance to enter the Isle of Man) and Table 22 (specified fees for dependants) are amended by Schedule 6 to these Regulations.

(5) In paragraph 3A(3) (reduction of fees for Health and Care Visa applications and related applications by dependants) for “£465” substitute “£495” .

Section 10Amendment of Schedule 10

(1) Schedule 10 (applications for entry clearance to enter the Bailiwick of Guernsey or the Bailiwick of Jersey and premium services) is amended in accordance with the following provisions of this regulation.

(2) In paragraph 1(1) (interpretation) before the definition of “Guernsey immigration rules” insert—

“ ETA ” has the meaning given by section 11C of the 1971 Act (electronic travel authorisations) as extended to the relevant bailiwick by—

the Immigration (Electronic Travel Authorisations) (Jersey) Order 2025 in the case of the Bailiwick of Jersey;

the Immigration (Guernsey) Order 2025 in the case of the Bailiwick of Guernsey;”.

(3) In Table 26 (fees for applications for entry clearance to enter the Bailiwick of Guernsey or the Bailiwick of Jersey), after entry 26.2.4 insert—

(4) Table 26 is amended by Schedule 7 to these Regulations.

Section 11Amendment of the Passport (Fees) Regulations 2022

The Passport (Fees) Regulations 2022 are amended in accordance with this Part.

Section 12Amendment of regulation 3

In regulation 3 (fees), in paragraph (2) for “£32” substitute “£34.50” .

Section 13Amendment of the Schedule

(1) The Schedule (fees for passport applications etc.) is amended in accordance with the following provisions of this regulation.

(2) The table in paragraph 2 is amended by Schedule 8 to these Regulations.

(3) In paragraph 3—

(a) for “£83.50” in both places it occurs, substitute “£90” ;

(b) for “£127.50” in both places it occurs, substitute “£137.50” .

(4) In paragraph 4, for “£25” substitute “£27” .

(5) In paragraph 7, for “£13” substitute “£14” .

(6) In paragraph 8—

(a) for “£96.50” substitute “£104” ;

(b) for “£140.50” substitute “£151.50” .

(7) In paragraph 9, for “£25” substitute “£27” .

(8) In paragraph 10, for £13” substitute “£14”.

(9) In paragraph 11, for “£13” substitute “£14” .

(10) In the table in paragraph 12, for “£13” in each place it occurs, substitute “£14” .

(11) In the table in paragraph 14—

(a) in the first entry (arranging the return of supporting documents accompanying an application made in the United Kingdom), for “up to four passport applications” substitute “a passport application” ;

(b) in the second entry (arranging delivery of a passport)—

(i) for “£11.41” substitute “£14.32” ;

(ii) for “£9.70” substitute “£14.32” ;

(c) in the third entry (forwarding an application made outside the United Kingdom)—

(i) omit “or up to four passport applications”;

(ii) omit “(or one of the prospective passport holders)”;

(iii) for “£13.31” substitute “£16.24” ;

(d) in the fourth entry (arranging the return of supporting documents accompanying an application made outside the United Kingdom)—

(i) omit “or applications (up to a maximum of four applications)”;

In Table 19 (fees for applications relating to nationality), in relation to the fee number in that table specified in—

(a) column 1 of the table below, for the fee specified in relation to that fee number in column 2 of the table below, substitute the fee specified in column 3 of the table below;

(b) column 1 of the table below, for the fees specified in relation to that fee in column 2 of the table below, substitute the fee specified in column 3 of the table below.

In Table 20 (fees for applications, processes and services in connection with nationality), in relation to the fee number in that table specified in column 1 of the table below, for the fee specified in relation to that fee number in column 2 of the table below, substitute the fee specified in column 3 of the table below.
