Section 1Title and coming into force

(1) The title of this Order is the County of Ceredigion (Communities) Order 2026.

(2) For any purpose set out in regulation 4(1) of the 1976 Regulations , this Order comes into force on 6 May 2026.

(3) For all other purposes, this Order comes into force at 23:59 hours on the day before the ordinary day of election of councillors in 2027.

Section 2Interpretation

(1) In this Order—

“ the 1972 Act ” (“ Deddf 1972 ”) means the Local Government Act 1972 ;

“ the 1976 Regulations ” (“ Rheoliadau 1976 ”) means the Local Government Area Changes Regulations 1976;

“ electoral ward ” (“ ward etholiadol ”) means any area for which councillors are elected to Ceredigion County Council;

“ existing ” (“ presennol ”) means a community, community ward or community council as it exists immediately before the time and day set out in article 1(3);

“ new ” (“ newydd ”) means a community, community ward or community council established by this Order;

any reference to a map means one of the 81 maps marked “ Map of the County of Ceredigion (Communities) Order 2026 ”, deposited in accordance with regulation 5 of the 1976 Regulations, labelled “ 1 ” to “ 81 ”, and a reference to a numbered map is a reference to the map that bears that number;

where a boundary is shown on a map as running along a road, railway line, footway, watercourse or similar geographical feature, it must be treated as running along the centre line of the feature.

(2) The provisions in this Order take precedence over any conflicting provision in any previous statutory instrument made under section 58(2) of the 1972 Act or order made under sections 37(1), 38(1) or 39(1) of the Democracy and Boundary Commission Cymru etc. Act 2013.

Section 3Aberaeron — changes in community boundaries and consequential changes to electoral arrangements

The part of the existing community of Henfynyw shown shaded on Map 1—

(a) is transferred to the community of Aberaeron;

(b) forms part of the electoral ward of Aberaeron and Aberarth.

Section 4Aberaeron — changes in community boundaries and consequential changes to electoral arrangements

The part of the Llanddewi Aberarth community ward of the community of Dyffryn Arth shown shaded on Map 2—

(a) is transferred to the community of Aberaeron;

(b) forms part of the electoral ward of Aberaeron and Aberarth.

Section 5Aberaeron — community electoral arrangements

In the community of Aberaeron, the number of councillors to be elected is 8.

Section 6Aberystwyth — changes in community and community ward boundaries, and consequential changes to electoral arrangements

The part of the Gogledd/North community ward of the community of Aberystwyth shown shaded and numbered 1 on Map 3—

(a) is transferred to the Canol/Central community ward of the community of Aberystwyth;

(b) forms part of the electoral ward of Aberystwyth Morfa a Glais.

Section 7Aberystwyth — changes in community and community ward boundaries, and consequential changes to electoral arrangements

The part of the Canol/Central community ward of the community of Aberystwyth shown shaded and numbered 2 on Map 3—

(a) is transferred to the Bronglais community ward of the community of Aberystwyth;

(b) forms part of the electoral ward of Aberystwyth Morfa a Glais.

Section 8Aberystwyth — changes in community and community ward boundaries, and consequential changes to electoral arrangements

The part of the Penparcau community ward of the community of Aberystwyth shown shaded on Map 4—

(a) is transferred to the Rheidol community ward of the community of Aberystwyth;

(b) forms part of the electoral ward of Aberystwyth Rheidol.

Section 9Aberystwyth — changes in community and community ward boundaries, and consequential changes to electoral arrangements

The part of the Sulien community ward of the community of Llanbadarn Fawr shown shaded on Map 5—

(a) is transferred to the community of Aberystwyth;

(b) forms part of the community ward of Bronglais;

(c) forms part of the electoral ward of Aberystwyth Morfa a Glais.

Section 10Aberystwyth — changes in community and community ward boundaries, and consequential changes to electoral arrangements

The part of the Sulien community ward of the community of Llanbadarn Fawr shown shaded on Map 6—

(a) is transferred to the community of Aberystwyth;

(b) forms part of the community ward of Bronglais;

(c) forms part of the electoral ward of Aberystwyth Morfa a Glais.

Section 11Aberystwyth — changes in community and community ward boundaries, and consequential changes to electoral arrangements

The part of the existing Llanbadarn y Creuddyn community ward of the existing community of Llanfarian shown shaded on Map 7—

(a) is transferred to the community of Aberystwyth;

(b) forms part of the Penparcau community ward;

(c) forms part of the electoral ward Aberystwyth Penparcau.

Section 12Aberystwyth — changes in community and community ward boundaries, and consequential changes to electoral arrangements

The part of the existing Llanbadarn y Creuddyn community ward of the existing community of Llanfarian shown shaded on Map 8—

(a) is transferred to the community of Aberystwyth;

(b) forms part of the Penparcau community ward;

(c) forms part of the electoral ward of Aberystwyth Penparcau.

Section 13Aberystwyth — changes in community and community ward boundaries, and consequential changes to electoral arrangements

The part of the Gogledd/North community ward of the community of Aberystwyth shown shaded on Map 9—

(a) is transferred to the community of Faenor;

(b) forms part of the community ward of Waunfawr;

(c) forms part of the electoral ward of Faenor.

Section 14Aberystwyth — change of community ward names

The Canol/Central community ward of the community of Aberystwyth as changed by this Order is to retain the name of Canol/Central in the English language and is to be known as Canol Aberystwyth in the Welsh language.

Section 15Aberystwyth — change of community ward names

The Gogledd/North community ward of the community of Aberystwyth as changed by this Order is to retain the name of Gogledd/North in the English language and is to be known as Gogledd Aberystwyth in the Welsh language.

Section 16Aberystwyth — community ward electoral arrangements

In the community of Aberystwyth, the number of councillors to be elected for the community ward of—

(a) Bronglais is 3;

(b) Canol/Central is 3;

(c) Gogledd/North is 3;

(d) Penparcau is 5;

(e) Rheidol is 4.

Section 17Aberystwyth Morfa a Glais — electoral ward arrangements

In the electoral ward of Aberystwyth Morfa a Glais, the number of councillors to be elected is 3.

Section 18Cardigan — changes in community and community ward boundaries, and consequential changes to electoral arrangements

The part of the Mwldan community ward of the community of Cardigan shown shaded on Map 10—

(a) is transferred to the Teifi community ward of the community of Cardigan;

(b) forms part of the electoral ward of Teifi.

Section 19Cardigan — changes in community and community ward boundaries, and consequential changes to electoral arrangements

The part of the Mwldan community ward of the community of Cardigan shown shaded on Map 11—

(a) is transferred to the Rhyd-y-Fuwch community ward of the community of Cardigan;

(b) forms part of the electoral ward of Teifi.

Section 20Cardigan — changes in community and community ward boundaries, and consequential changes to electoral arrangements

The part of the Mwldan community ward of the community of Cardigan shown shaded on Map 12—

(a) is transferred to the community of Y Ferwig;

(b) forms part of the electoral ward of Aberporth and Y Ferwig.

Section 21Cardigan — changes in community and community ward boundaries, and consequential changes to electoral arrangements

The part of the Mwldan community ward of the community of Cardigan shown shaded on Map 13—

(a) is transferred to the community of Y Ferwig;

(b) forms part of the electoral ward of Aberporth and Y Ferwig.

Section 22Cardigan — community ward electoral arrangements

In the community of Cardigan, the number of councillors to be elected for the community ward of—

(a) Mwldan is 4;

(b) Rhyd-y-Fuwch is 3;

(c) Teifi is 3.

Section 23Rhyd-y-Fuwch — change of community ward name

The Rhyd-y-Fuwch community ward of the community of Cardigan as changed by this Order is to be known as Rhyd-y-fuwch in the English language and the Welsh language.

Section 24Lampeter — changes in community boundaries and consequential changes to electoral arrangements

The part of the existing Silian community ward of the existing community of Llangybi shown shaded on Map 14—

(a) is transferred to the community of Lampeter;

(b) forms part of the electoral ward of Lampeter.

Section 25Lampeter – community electoral arrangements

In the community of Lampeter, the number of councillors to be elected is 10.

Section 26Llandysul, and Llandyfriog — changes in community and community ward boundaries, and consequential changes to electoral arrangements

The part of the Trefol community ward of the community of Llandysul shown shaded and numbered 1 on Map 15—

(a) is transferred to the Tregroes community ward of the community of Llandysul;

(b) forms part of the electoral ward of Llandysul North and Troedyraur.

Section 27Llandysul, and Llandyfriog — changes in community and community ward boundaries, and consequential changes to electoral arrangements

The part of the Orllwyn Teifi community ward of the community of Llandyfriog shown shaded and numbered 2 on Map 15—

(a) is transferred to the community of Llandysul;

(b) forms part of the community ward of Tregroes;

(c) forms part of the electoral ward of Llandysul North and Troedyraur.

Section 28Llandysul — change of community ward names

The community ward of Pontshaen in the community of Llandysul as changed by this Order is to retain the name of Pontshaen in the English language and is to be known as Pontsiân in the Welsh language.

Section 29Llandysul — change of community ward names

The community ward of Tregroes in the community of Llandysul as changed by this Order is to retain the name of Tregroes in the English language and is to be known as Tre-groes in the Welsh language.

Section 30Llandysul — community ward electoral arrangements

In the community of Llandysul, the number of councillors to be elected for the community ward of—

(a) Capel Dewi is 2;

(b) Pontshaen is 2;

(c) Trefol is 5;

(d) Tregroes is 2.

Section 31Llandyfriog — change of community name and community ward name

The community of Llandyfriog as changed by this Order is to retain the name of Llandyfriog in the English language and is to be known as Llandyfrïog in the Welsh language.

Section 32Llandyfriog — change of community name and community ward name

The community ward of Llandyfriog in the community of Llandyfriog as changed by this Order is to retain the name of Llandyfriog in the English language and is to be known as Llandyfrïog in the Welsh language.

Section 33Llandyfriog — community ward electoral arrangements

In the community of Llandyfriog, the number of councillors to be elected for the community ward of—

(a) Llandyfriog is 4;

(b) Orllwyn Teifi is 4.

Section 34New Quay and Llanllwchaiarn — changes in community and community ward boundaries

The part of the existing community of Llanllwchaiarn shown shaded on Map 16—

(a) is transferred to the existing community of New Quay;

(b) forms part of the electoral ward of New Quay and Llanllwchaearn.

Section 35New Quay and Llanllwchaiarn — changes in community and community ward boundaries

The part of the existing community of Llanllwchaiarn shown shaded and numbered 1 on Map 17—

(a) is transferred to the existing community of Llanarth;

(b) forms part of the existing community ward of Llanarth;

(c) forms part of the electoral ward of Llannarth.

Section 36New Quay and Llanllwchaiarn — changes in community and community ward boundaries

The part of the existing community of Llanllwchaiarn shown shaded and numbered 2 on Map 17—

(a) is transferred to the existing community of Llanarth;

(b) forms part of the existing community ward of Llanarth;

(c) forms part of the electoral ward of Llannarth.

Section 37New Quay and Llanllwchaiarn — abolition of the communities of New Quay and Llanllwchaiarn, and consequential changes to community councils

The community of New Quay as changed by this Order is abolished.

Section 38New Quay and Llanllwchaiarn — abolition of the communities of New Quay and Llanllwchaiarn, and consequential changes to community councils

The existing community council of New Quay is dissolved.

Section 39New Quay and Llanllwchaiarn — abolition of the communities of New Quay and Llanllwchaiarn, and consequential changes to community councils

The community of Llanllwchaiarn as changed by this Order is abolished.

Section 40New Quay and Llanllwchaiarn — abolition of the communities of New Quay and Llanllwchaiarn, and consequential changes to community councils

The existing community council of Llanllwchaiarn is dissolved.

Section 41Creation of the new community of New Quay

A new community is created which is to be known as New Quay in the English language and Ceinewydd in the Welsh language and which—

(a) comprises the area shown shaded on Map 18;

(b) forms the electoral ward of New Quay and Llanllwchaearn.

Section 42Creation of the new community ward of New Quay

A new community ward is created in the new community of New Quay which is to be known as New Quay in the English language and Ceinewydd in the Welsh language and which—

(a) comprises the area shown shaded and numbered 1 on Map 18;

(b) forms part of the electoral ward of New Quay and Llanllwchaearn.

Section 43Creation of the new community ward of Llanllwchaearn

A new community ward is created in the new community of New Quay which is to be known as Llanllwchaearn in the English language and the Welsh language and which—

(a) comprises the area shown shaded and numbered 2 on Map 18;

(b) forms part of the electoral ward of New Quay and Llanllwchaearn.

Section 44New Quay — establishment of new community council and community ward electoral arrangements

A council for the new community of New Quay is established.

Section 45New Quay — establishment of new community council and community ward electoral arrangements

In the new community of New Quay, the number of councillors to be elected for the new community ward of—

(a) New Quay is 6;

(b) Llanllwchaearn is 5.

Section 46New Quay and Llanllwchaearn — electoral ward arrangements

The electoral ward of New Quay and Llanllwchaearn comprises the area of the new community of New Quay.

Section 47New Quay and Llanllwchaearn — electoral ward arrangements

In the electoral ward of New Quay and Llanllwchaearn, the number of councillors to be elected is 1.

Section 48Tregaron — changes in community boundaries and consequential changes to electoral arrangements

The part of the existing community of Llanddewi Brefi shown shaded on Map 19—

(a) is transferred to the community of Tregaron;

(b) forms part of the electoral ward of Tregaron and Ystrad Fflur.

Section 49Tregaron — changes in community boundaries and consequential changes to electoral arrangements

The part of the community of Tregaron shown shaded on Map 20—

(a) is transferred to the existing community of Llanddewi Brefi;

(b) forms part of the electoral ward of Llangeitho.

Section 50Tregaron — changes in community boundaries and consequential changes to electoral arrangements

The part of the community of Tregaron shown shaded on Map 21—

(a) is transferred to the existing community of Lledrod;
