AMENDMENT AND SUPPPLEMENTATION TO THE CIRCULAR NO. 16/2015/TT-BTTTT DATED JUNE 17, 2015 BY MINISTER OF INFORMATION AND COMMUNICATIONS ELABORATING THE IMPLEMENTATION OF THE GOVERNMENT’S DECREE No. 187/2013/ND-CP DATED NOVEMBER 20, 2013 ON EXPORT AND IMPORT OF GOODS IN PRINTING AND PUBLICATION INDUSTRIES
Pursuant to the Law on Publishing dated November 20, 2012;
Pursuant to the Government’s Decree No. 132/2013/ND-CP dated October 16, 2013 defining the functions, tasks, powers and organizational structure of the Ministry of Information and Communications;
Pursuant to the Government’s Decree No. 187/2013/ND-CP dated November 20, 2013, detailing the implementation of the Commercial Law regarding international goods trading and goods purchase, sale, processing and transit agency activities with foreign countries;
Pursuant to the Government’s Decree No. 195/2013/ND-CP dated November 21, 2013 elaborating a number of articles and measures to implement the Law on publishing;
Pursuant to the Government’s Decree No. 60/2014/ND-CP dated June 19, 2014 providing for printing activities;
Pursuant to Decision No. 41/2005/QD-TTg dated March 02, 2005 by the Prime Minister introducing the Regulation on grant of import license;

Minister of Information and Communications promulgates this Circular to provide amendment and supplementation to the Circular No. 16/2015/TT-BTTTT dated June 17, 2015 by Minister of Information and Communications elaborating the implementation of the Government’s Decree No.187/2013/ND-CP dated November 20, 2013 on export and import of goods in printing and publication industries.

1. Amendments and supplementation to Article 2:
“Article 2. Commodities in the printing and publication industries classified by the HS code
1. Printing commodities:
Commodities in printing industry, including equipment, apparatus, parts and components, which have been defined by the HS codes and description, and put under the authority of the Ministry of Information and Communications, shall be classified by headings with the following codes:
a) 84.40;
b) 84.41;
c) 84.42;

Commodities in publication industry are those whose form is prescribed in Clause 4 Article 4 of the Law on publishing and which have been defined by the HS codes and put under the authority of the Ministry of Information and Communications, including the following heading codes:

Article 2. Appendixes
Two appendixes are enclosed herewith as substitutes for the Appendix I and the Appendix II enclosed with the Circular No. 16/2015/TT-BTTTT dated June 17, 2015 by Minister of Information and Communications elaborating the implementation of the Government’s Decree No. 187/2013/ND-CP dated November 20, 2013 on export and import of goods in printing and publication industries. To be specific:
1. Appendix I: List of printing commodities, and import procedures and requirements attached therewith;
2. Appendix II: List of publication commodities, and import procedures attached therewith.
Article 3. Effect
1. This Circular shall take effect as from March 01, 2017.
2. Chief of the Ministry's Office, Director of the Agency of Publication, Print and Release, heads of the Ministry’s affiliates and relevant organizations and individuals shall be responsible for implementing this Circular./.
