依老年農民福利津貼暫行條例第4 條第1 項規定，老年農民福利津貼之 額度為每月核發新臺幣（以下同）7,000 元整。如果老年農民福利津貼暫 行條例於民國112 年7 月1 日修正公布，將老年農民福利津貼之額度降 為5,000 元，自110 年7 月1 日起開始支領老年農民福利津貼之老年農 民甲主張此一修正侵害其財產權。甲之主張有無理由？（25 分）
