State-owned enterprises have always had a way of expanding vertically. To reduce
uncertainty in the production process, they often bought up suppliers and distributors. The
Taiwan Sugar Corp., for example, owned reservoirs that pumped water into its sugar
refineries. Today, the 59-year-old former monopoly, however, is branching out in new
directions altogether.
